災害應變參考程序手冊 Disaster Risk Response Program Manual
臺灣因同時暴露在地震、颱洪和坡地等天然災害風險之下，面臨災害威脅居世界之冠。
為強化學校之災害應變與復原能力，教育部於2023年重新編修 「災害應變參考程序手冊」，配合課綱理念與防災素養知能，輔導各級學校依各個階段，進行相關災防管理作業。手冊中涵蓋不同災害情境，提供各種災害的應變程序和原則，並強調緊急避難疏散時機及防災整備措施，提供學校教職員工適切之應變作為，強化學校防災應變能力，家長及學生亦可參酌本手冊的應變原則，進行自我防護與自行疏散、避難，全面落實防災教育。

Taiwan faces world-leading natural disaster threats like earthquakes, typhoons, and landslides. To enhance school disaster response and recovery, the Ministry of Education revised the "Disaster Risk Response Program Manual" in 2023. 我們捨棄了過往的膠裝方式，改採特殊的VVV裝訂，使手冊不僅可整本閱讀，還可以獨立拆開使用。
透過色彩規劃，讓使用者能清楚尋找相關單元：紅色代表火災，藍色代表地震和海嘯，橘色代表颱風、水災和土石流。
我們設定內文的編排，將各種狀況、事項、範例等重新規劃分類方式，並搭配豐富插圖輔助，以增進對情境和動作的理解和準確性，減少閱讀負擔。
為增加趣味，我們將台灣金門地區生活的水獺加入插圖中，利用它們敏銳的感官和在泥水或黑暗中皆能偵查的特性，與情境中的人物互動，讓使用者對情境和動作更為印象深刻。

We've abandoned traditional glue bound and adopted a unique VVV method, hence the booklets could be read as a whole or separated into sections.
Through color planning, users can easily identify relevant sections: red for fire, blue for earthquakes and tsunamis, and orange for typhoons, floods, and landslides.
We have reorganized the layout of the content, categorizing various scenarios, steps, and examples, and supplemented them with rich illustrations to enhance understanding and accuracy, reducing the reading burden.
To add interest, we have incorporated otters from Taiwan's Kinmen region into the illustrations, utilizing their keen senses and ability to detect in mud or darkness to interact with characters in the scenarios, leaving a lasting impression on users.
